SUMMARY: This program was developed to insure that families are not denied access to parenting education because of a lack of financial resources to purchase such services. The rule changes expanded financial eligibility from family income of 172% to 185% of the Federal poverty guidelines. It also eliminated other restrictions except: applicant must be a parent or expecting a child and must not posses private or public medical assistance which would pay for this benefit.
