A. An application for a specific license to initially transfer source material for use under C.5.A, or equivalent regulations of an Agreement State, will be approved if:
(1) The applicant satisfies the general
requirements specified in C.7 and C.8; and
(2) The applicant submits adequate
information on, and the Agency approves the methods to be used for quality
control, labeling, and providing safety instructions to recipients.
