No new construction may be commenced before application is made for a Certificate of Need from the Department.
09/01/07 3.G.1. An application for approval of new construction must be submitted on forms required by the Department.
09/01/07 3.G.2. Commencement of construction shall not occur until the Department issues a Certificate of Need or formally notifies the facility that such a Certificate is not required.
