This chapter sets forth the procedure for paying the fees imposed on the transfer and transport of oil under 38 M.R.S. §551, sub-§ 4. Oil terminal licensees and registered oil transporters are required to pay these fees monthly. The revenue from the fees is deposited in the Maine Ground and Surface Waters Clean-up and Response Fund for use by the Department in preventing and cleaning up oil discharges.
