If a project has required a permit pursuant to the Stormwater Management Law or Site Law, all subsequent changes to the project that could affect the project's stormwater quality or quantity and require a modification of the project's license are also required to meet the stormwater standards of Section 4.W hen the applicable standard depends upon an area threshold, the area of the entire licensed project, including the proposed project changes is included.
