If in the opinion of the Staff an application for approval of a development under the Site Location Law is incomplete, the application may be returned to the applicant with an indication of the information which needs to be supplied; and, no further processing shall occur until the application is determined to be complete. The statutory time period within which the Board must act on an application under 38 M.R.S.A. Section483 shall not begin until the application is determined to be complete by the Staff.
