Except as otherwise specifically noted, the owner or operator of any paper coating line subject to this regulation shall comply with this regulation as of the effective of the regulation. The owner of any film and foil coating line subject to this regulation shall comply with this regulation by January 1, 2011. The compliance deadline for Section 4, Work Practices, for all paper, film and foil coating lines is January 1, 2011.
