Chapter 390 - MOTOR VEHICLE INSURANCE IDENTIFICATION CARDS
Section 031-390-2 - Identification Card Standards

A. Each insurer or authorized representative issuing or renewing in this state a policy insuring against liability arising out of the ownership, maintenance or use of any motor vehicle, shall issue insurance identification cards to the named insured. One card shall be provided for each motor vehicle insured under the policy.

Each insurer shall issue on or before January 1, 1988 the insurance identification cards referred to in 24-A M.R.S.A. Section2412(7), to all insureds with last known addresses in this State insured under policies insuring against liability arising out the ownership, maintenance or use of any motor vehicles which are in effect as of January 1, 1988.

B. Cards shall meet the following specifications:

1. The size of the card may vary from 2 1/14 inches by 3 inches to 3 1/34 inches by 5 1/12 inches.

2. The following must be shown on the card:
a. The heading or title, "Maine Motor Vehicle Insurance Identification Card";

b. A statement that the card should be kept in the insured vehicle and presented on the demand of a law enforcement officer;

c. The name of the insurance company;

d. The name of the insured;

e. The policy number;

f. The policy effective date and expiration date;

g. A statement that the policy provides the minimum insurance required by law; and

h. A description including year, make, model and vehicle identification number. If the policy covers five or more vehicles "all owned vehicles" may at the insurer's discretion be substituted for the vehicle description.

3. The information required in paragraph 2 shall be set forth according to the following format:

The coverage provided by this policy meets the minimum liability limits prescribed by law.

This card should be kept in the insured vehicle and presented on the demand of a law enforcement officer.

a. The following options are also acceptable:
i. The format of the "ACORD 50 Automobile Insurance Identification Card" may be used.

ii. Instructions regarding card may be printed on a tear off or carrier strip or on the reverse side.

iii. Other information may be included on the front of the card such as the company logo, insured's address or agent/broker's office provided that no such information provided may be displayed so as to obscure in any way the information required in paragraph 2. Such information may be provided on the reverse of the card as the insurer desires.

4. Temporary identification cards which meet the specifications of this section may be utilized pending issuance of a permanent card to the policyholder, except that the word "temporary" must be shown.

5. Companies issuing continuous policies shall so indicate. Cards identifying continuous policies shall be issued with a "Card Expires" date no more than 13 months from date of issue.

6. Insurers providing coverage to insureds with 5 or more vehicles may issue insurance identification cards which indicate under the heading "Vehicle Description," alternatives such as "all leased vehicles," or, "all owned or leased vehicles."

7. Identification cards are not subject to the filing requirements of Chapter 27, M.R.S.A. Section 2401 et seq.
