Section 017-11-9 - ANDROGENIC-ANABOLIC STEROIDS (AAS)

Current through 2024-13, March 27, 2024

1. No AAS shall be permitted in test samples collected from racing horses except for endogenous concentrations of the naturally occurring substances nandrolone, boldenone and testosterone at concentrations less than the indicated thresholds.

2. Concentrations of these AAS shall not exceed the following free (i.e., not conjugated) steroid concentrations in plasma or serum:

A. Boldenone - Screening limit not greater than 100 pg/mL of serum or plasma with a confirmatory threshold not greater than 25 pg/mL for all horses regardless of sex;

B. Nandrolone - Screening limit not greater than 100 pg/mL of serum or plasma with a confirmatory threshold not greater than 25 pg/mL for fillies, mares and geldings; male horses, other than geldings, shall be tested for nandrolone in urine (see (3)(B)(2) below); and,

C. Testosterone
(1) In geldings- Screening limit not greater than 100 pg/mL of serum or plasma with a confirmatory threshold not greater than 25 pg/mL; and

(2) In fillies and mares- Screening limit not greater than 100 pg/mL of serum or plasma with a confirmatory threshold not greater than 25 pg/mL.

3. Total concentrations of these AAS shall not exceed the following total concentrations in urine after hydrolysis of conjugates:

A. Boldenone
1. In male horses other than geldings: 15 ng/mL of urine;

2. In fillies, mares and geldings: 1 ng/mL of urine;

B. Nandrolone
1. In fillies, geldings and mares: 0.1 ng/mL of urine

2. In males other than geldings: 45 ng/mL (as 5[ALPHA]-estrane-3[BETA], 17[ALPHA]-diol) of urine; and,

C. Testosterone
1. In geldings: 20ng/mL of urine; and,

2. In fillies and mares: 55ng/mL of urine (unless in foal).

4. All other AAS are prohibited in race horses.

5. The sex of the horse must be identified to the laboratory for all pre- and post-race samples designated for AAS testing.

6. If an anabolic steroid has been administered to a horse in order to assist in its recovery from illness or injury, that horse may be placed on the veterinarian's list in order to monitor the concentration of the drug or metabolite in the urine or blood. After the concentration has fallen below the designated threshold for the administered AAS, the horse is eligible to be removed from the list.

7. In the absence of mitigating circumstances, the finding of test results in excess of acceptable limits shall result in penalties as found in Chapter 17, Section 6 for Class 4 drugs.
