1. Commissioner: "Commissioner" of the Department of Agriculture, Food and Rural Resources or his designee.
2. Insufficient Veterinary Services: "Insufficient Veterinary Services" means an insufficient number of practitioners of veterinary medicine in either a veterinary specialty or a geographic area, as further set forth in this rule.
3. Large Animal "Large animal" means cattle, oxen, equine, swine, sheep, goat, llama, alpacas, bison and/or cervids.
4. Practicing Veterinarian: "Practicing veterinarian" means a veterinarian who is licensed to practice veterinary medicine in Maine in accordance with 32 M.R.S.A. §4860.
