A. To qualify for a license, the applicant must:
1. Be an owner or other person legally
in charge of the establishment or processing plant;
2. Comply with the requirements of these
Rules;
3. As specified under
Section 2, Subsection 20, agree to allow access to the establishment or
processing plant and to provide required information; and
4. Pay the applicable license fees at the
time the application is submitted.
