The statutory authority for Prevention and Control of Diseases of Domestic Animals is found in 7 MRSA §1752 and 7 MRSA §7 MRSA§ 1812. This legislation grants the Commissioner of Agriculture, Conservation and Forestry the authority to promulgate all rules necessary to prevent and control certain diseases of domestic animals and poultry and to prevent, control, and eradicate Brucellosis. Furthermore, there are several specific provisions in 7 M.R.S.A. chapters 202, 301, 303 and 305 which grant rule-making authority.
