Section VII-1733 - Programmatic Changes and Budget Revisions

A. When requesting a prior approval, grantees shall address their request to the responsible LRS grants officer. Approvals shall not be valid unless they are in writing and signed by the authorized LRS official. Within 30 days from the date of receipt of a request for approval, the approval authority shall review the request and notify the recipient of its decision.
B. Requirements for Prior Approval
1. Changes to Project Scope or
Objectives. The recipient shall obtain prior approval for any change to the
scope or objectives of the approved project. (For construction projects any
material change in approved space utilization or functional layout shall be
considered a change in scope.)
2.
Changes in Key People. The recipient of a grant shall obtain prior approval:
a. to continue the project during any
continuous period of more than three months without the active direction of an
approved project director;
b. to
replace the project director (or any other persons named and expressly
identified as key project people in the grant) or to permit any such people to
devote substantially less effort to the project than was anticipated when the
grant was awarded.

Other Programmatic Changes. The following shall require prior approval except
to the extent explicitly included in the project plan as approved by LRS at the
time of the award:
a. transferring to a third
party by contracting or other means, the actual performance of the substantive
programmatic work:
i. the term
substantive programmatic work means activities which are
central to carrying out the purpose of the project, and not merely
incidental.
C. Budget Revisions. The recipient of a grant having an approved budget shall obtain prior approval for any budget revision which will:
1. involve transfer of amounts
budgeted for indirect costs to absorb increases in direct costs;
2. involve transfer of amounts previously
budgeted between budget categories;
3. result in a need for the award of
additional funds.
