A. The goals of these regulations are:
1. to protect
citizens who cannot protect themselves when threatened or endangered by a
weather event or disaster;
2. to
reduce loss of life due to impediments to self-evacuation from a weather event
or disaster;
3. to protect
essential workers whose jobs require that they remain in harm's way before,
during and after a weather event or disaster; and
4. to protect personal liberty while
preserving law and order in areas evacuated due to the threat of a weather
event or disaster.
B. The objectives of these regulations are:
1. to
identify the population which lacks means to self-evacuate;
2. to identify and provide for the use of the
nearest available transportation resources for use by local governments during
mandatory evacuations;
3. to
identify and provide means of protection for essential workers whose employment
or commission requires that they remain in areas susceptible to damage and
destruction wrought by weather events or disasters; and
4. to provide for establishment of rules by
local government for citizens in high risk areas who refuse to leave when a
mandatory evacuation is ordered.
