A. The attorney general shall review the completed application. Within 60 days after receipt of a completed application, the attorney general shall either:
1. approve the acquisition, with or without
specific modifications; or
2.
disapprove the acquisition.
B. Any approval shall be conditioned upon the periodic submission of specific data relating to cost, access, and quality, and to the extent feasible, identify objective standards of cost, access, and quality by which the success of the arrangement will be measured.
1. The final decision shall be in writing and
be based upon findings of fact and conclusions of law supporting the
decision.
2. The department may
condition approval on a modification of all or part of the proposed
arrangement.
3. A copy of the final
decision shall be sent, by certified mail, to the applicant. All persons on
record shall be provided notice of the decision.
