A. The Office of Mental Health, in order to protect, to the fullest extent possible, the privacy of individuals, while permitting the disclosure of medical information as is required to fulfill the administrative responsibilities of the Office of Mental Health and to assist the patient, strictly adheres to the rules of the Department of Health and Human Resources in this matter except in those instances when mental health treatment facilities are governed by federal regulations which provide stricter standards of confidentiality. In those instances, these rules shall be deemed superseded by the federal regulations to the extent that they are in conflict with the federal regulations.
