A. These rules govern the board's initiation, consideration, and adjudication of administrative complaints providing cause under law for denial, modification, suspension, or revocation of a license, imposition of probation on, or other disciplinary action against any person requesting or holding a license, permit, certification, or registration issued by the board or any applicant therefor.
