Chapter 41 - Incident Reporting for Carbon Dioxide Pipelines
Section XI-4101 - Scope

A. This Chapter prescribes rules governing the reporting of any failure in a pipeline system subject to these regulations in which there is an escape of carbon dioxide transported, resulting in any one or more of the following:
1. any potential dangers to human beings
and/or animals from the escaped material;
2. death of any person;
3. bodily harm to any person resulting in one
or more of the following:
a. loss of
consciousness;
b. necessity to
carry a person from the scene;
c.
necessity for medical treatment;
d.
disability which prevents the discharge of normal duties or the pursuit of
normal duties beyond the day of the accident;
4. estimated property damage to the property
of the operator or others, or both, exceeding $122,000.
