A. No AESL which affects the following state owned lands and/or water bottoms shall be advertised or granted without prior written approval of a Port Authority:
1.
lands held in title by a Port Authority or held by lease or servitude by a Port
Authority;
2. public navigable
waters that flow through any lands within the jurisdiction of a Port Authority.
Approval pursuant to this Section shall not be unreasonably withheld unless the
lease is detrimental to the needs of commerce and navigation.
B. No Port Authority shall receive compensation for its approval.
