A. These rules are not intended to create contractual rights on behalf of any person or impose contractual obligations on the corporation, but are merely intended to provide a procedure for the corporation-us staff to follow in assisting the appropriate state agency in the process of withholding the sports wagering prizes of persons with outstanding arrearages. No third party rights against the corporation arise by virtue of these rules. These rules are subject to modification or change at any time at the sole discretion of the corporation.
