A. Each agency should adopt and disseminate to their employees an agency electronic mail (e-mail) proper use policy. The policy should include:
1. defining official use and set limits on
personal use of electronic messaging (similar to limitations that exist for
telephone, fax, and personal mail);
2. prohibiting the use of electronic
messaging system to promote the discrimination (on the basis or race, color,
national origin, age, martial status, sex, political affiliation, religion,
disability or sexual preference), promotion of sexual harassment, or to promote
personal, political, or religious business or beliefs;
3. prohibiting employees from sending
electronic messages under another employee's name without
authorization;
4. prohibiting the
altering of electronic messages, including any attachments;
5. agency process for storing and maintaining
electronic messages for the duration of the message's retention
period;
6. notice that users of an
agency's electronic messaging system should not expect a right of privacy and
that electronic messages may be monitored for compliance and abuse.
