A. Nonrestrictive Specifications. Specifications shall be developed in a manner which is most likely to result in the broadest possible competition while securing quality goods and services which meet the needs and expectations of the university. To the extent feasible, a specification may provide alternate descriptions of supplies, services, or major repairs items where two or more design, functional, or performance criteria will satisfactorily meet the universitys requirements.
B. Proprietary Specifications. Proprietary specifications may be used only pursuant to the written approval of the CPO upon a determination that such use is in the best interest of the university.
C. Use of Existing Specification. If a specification for a common or general use item has been developed and adopted in accordance with university standards or a qualified products list has been developed and adopted in accordance with university standards for a particular supply, service, or major repair item, or need, it shall be used unless the CPO makes a written determination that its use is not in the universitys best interest.
D. Bid or Performance Guaranty. Solicitations may include requirements for bid and/or performance guaranty.
