A. Eligible projects for foreign language instruction programs in elementary and secondary schools must:
1. be designed for a specific
target population that is clearly identified;
2. offer foreign language instruction
designed to improve overall academic performance of students; and
3. expand the regular foreign language
program offered at the elementary or secondary level in any school
system.
