A. The board, in its sole discretion, may:
1. allot a
specific amount or a percentage of support fund monies for expenditures
necessary to implement specific statewide educational projects mandated by the
board; and
2. issue general or
specific requests for projects for the development and/or implementation of any
statewide educational project.
