A. Eligibility requirements:
1. valid Type A or Level 3
Louisiana teaching certificate with certification as a special education
teacher;
2. five years of
successful professional experience, at least three of which must have been in
special education;
3. graduate
degree from an institution of higher education accredited in accordance with 34
CFR 602 ;
4. minimum of 33 semester
hours of graduate credit:
a. six semester
hours of special education administration, with three semester hours in each
area of special education administration that address the following
competencies:
i. administration and
organization of special education; and
ii. special education compliance;
b. professional education, 24
semester hours of instructional supervision, to include three semester hours in
each of the following:
i. foundations and
theory of educational administration;
ii. educational research;
iii. history and philosophy of
education;
iv. school
law;
v. school finance;
vi. curriculum;
vii. principles of instructional supervision;
and
viii. three semester hours of
electives to be selected from instructional evaluation, statistics, testing and
measurement, learning theory, or program development and evaluation in
professional education or areas outside professional education; and
c. three semester hours in either
practicum in special education administration or internship in special
education administration.
B. Persons who have met the requirements of Paragraphs A.1-3, three semester hours from A.4.a, and 12 semester hours from A.4.b may be issued a non-renewable, non-extendable Supervisor/Director of Special Education provisional certificate, valid for three years.
