NECESSITY, FUNCTION, AND CONFORMITY: KRS 151B.035(11) requires the executive director of the Office of Career and Technical Education to promulgate administrative regulations governing the unclassified service. This administrative regulation establishes the requirements relating to special appointments in the Office of Career and Technical Education.
Section 1. Detail to Special Duty.
(1) If the services of a limited or
continuing status employee are needed in the unclassified service, the employee
may be detailed to that position for a period not to exceed one (1) year with
prior approval of the executive director contingent upon approval of the
secretary of the cabinet and the Governor.
(2) For detail to special duty, the executive
director may waive the minimum requirements.
(3) The employee shall retain status in the
certified and equivalent service.
Section 2. Dual Appointments.
(1) The executive director may authorize the
appointment of an employee serving in two (2) positions.
(2) The executive director may designate one
(1) of the appointments as serving in an acting capacity contingent upon
approval of the secretary of the cabinet and the Governor.
