NECESSITY, FUNCTION, AND CONFORMITY: KRS 14.318 authorizes the Secretary of State to promulgate administrative regulations implementing the Safe at Home Program. This administrative regulation establishes definitions for the Safe at Home Program.
Section 1. Definitions.
(1) "Agency" means every elected or appointed
state or local public office, public officer, or official, department,
division, bureau, board, commission, committee, council, authority, agency,
institution of higher education, or other unit of the executive, legislative,
or judicial branch of the state; or any city, county, city and county, town,
special district, school district, local improvement district, or other
statutory unit of state or local government or any functional subdivision of
that agency, or any other kind of municipal, quasi-municipal, or public
corporation.
(2) "Address" is
defined by KRS
14.300(1).
(3) "Applicant" is defined by
KRS
14.300(2).
(4) "Designated address" means the address
assigned to a program participant by the Secretary of State.
(5) "Mail" means first-class letters and
flats delivered via the United States Postal Service, including priority,
express, and certified mail.

"Program Participant" is defined by
KRS
14.300(7).
(7) "Safe at Home verification card" means
the card provided to each program participant that contains the participant's
name, designated address, the participant's ID assigned by the Secretary of
State, the participant's birthdate, the participant's picture, and the
expiration date.
