The director may at any time, upon showing of failure to comply with the provisions of the motor fuels tax laws of the state of Kansas or rules and regulations promulgated thereunder, or of the motor carrier inspection bureau relating to motor carriers, suspend or completely revoke any license or registration upon giving the grantee thereof five days notice and an opportunity to be heard.
