All offices of the state corporation commission shall be open to the public from 8:00 a.m. to 5:00 p.m. each day other than Saturday and Sunday, except as otherwise provided by law or by order of the governor. Meetings and exercise of powers may be held at any location by the commission. Any inquiry, investigation, or other proceeding necessary to the performance of the commission's duties and functions may be conducted at any location, and any person or persons may be designated or appointed to do so on behalf of and by the commission.
