40 CFR § 403.15, as in effect on July 1, 1986, is adopted by reference, except that each reference to the enforcement division director, regional enforcement officer, water management division director or EPA shall be deemed to refer to the secretary. Nothing in this regulation shall relieve any person of the duty to obtain approval from the U.S. environmental protection agency.
