Unless otherwise precluded by law, the parties in a contested case proceeding may, by written agreement of all parties to the contested case proceeding, waive any provision of this chapter and may, by written agreement of all parties to the contested proceeding, agree to any other rules of procedure for the conduct of the proceeding. However, the UST board or the presiding officer in its discretion may refuse to give effect to such a waiver or agreement when it deems the waiver or agreement to be inconsistent with the public interest.
