Rule 351-8.5 - Lobbyist Compensation Defined; Contingency Fee Lobbying Prohibited

(1) Lobbyist compensation defined. "Lobbyist compensation" means any money, thing of value, or financial benefit conferred in return for engaging in executive branch lobbying.
(2) Contingency fee lobbying prohibited. No person shall offer, nor shall any person accept, compensation contingent upon the outcome of executive branch lobbying services rendered or to be rendered. Complaints or information alleging a violation of this subrule shall be filed with the board and governed by Iowa Code sections 68B.32B through 68B.32D.
This rule is intended to implement Iowa Code section 68B.2(7).
