The purpose of the Iowa targeted small business procurement program is to promote the growth, development and diversification of Iowa businesses owned by minorities, women, and persons with disabilities by encouraging each state department and agency, community college, area education agency, and school district to include targeted small businesses (TSB's) as contractors, venors and suppliers in their bid solicitations for the procurement of goods and services, including construction.
