Rule 17-3.3 - Organization of the Commission and Proceedings

(1) The commission shall hold at least four meetings annually and by the call of the chairperson.

(2) The commission shall consist of 11 members. Voting members are the 7 members appointed by the governor in accordance with Iowa Code section 231.11. Nonvoting members are the 4 members appointed by the general assembly in accordance with Iowa Code section 231.11.

(3) Four voting members of the commission constitute a quorum.

(4) The meeting agenda shall be given at least ten calendar days before the commission meeting.

(5) The commission shall be governed in accordance with Iowa Code chapter 21, and the commission's proceedings shall be conducted in accordance with Robert's Rules of Order, Revised.

(6) The chairperson may call an emergency meeting with less than ten days' notice in accordance with Iowa Code section 21.4.

(7) All meetings shall be open to the public unless an open meeting is properly closed pursuant to Iowa Code section 21.5.
