Sec. 6.

A contract may be awarded for a service or supply without competition when the executive director or his or her designated representative has determined that there is only one (1) source for the required service or supply. A copy of such determination shall be made a part of the contract file. Any such proposed contract having an expenditure value exceeding one hundred thousand dollars ($100,000), along with a copy of the executive director's determination, shall be presented to the commission under section 8(c) of this rule.
