Sec. 7.
(a) The owner or operator of a vehicle shall be responsible for any and all costs associated with the enforcement of this rule, including, but not limited to, the cost of towing.
(b) No vehicle will be released to the owner or operator until such time as all costs to move the vehicle have been fully paid.
