Sec. 23.

It shall be the responsibility of the owner, trainer, or driver to provide every sulky used in a race with wheel disks on the inside and outside of the wheel of a type approved by the commission. In his or her discretion, the presiding judge may order the use of mud fenders and mud aprons which shall be provided by the owners, trainers, or drivers.
