Sec. 15.

(a) The use of hopples from race to race shall be in the sole discretion of the trainer. However, any addition or subtraction of hopples shall require a successful attempt requalifying the horse.

(b) The entry of the horse shall state whether such horse will use hopples or not. Every change in a horse's use of hopples must be included in the program.

(c) No horse shall be permitted to wear a head pole protruding beyond its nose.
