Sec. 23.
(a) A promoter must execute a contract with a fighter before the fighter may be allowed to participate in a bout.
(b) A contract between a promoter and a fighter must be:
(1) executed on a form
prescribed by the executive director or the executive director's
designee;
(2) signed by the parties
thereto; and
(3) filed with the
executive director or the executive director's designee not later than
forty-eight (48) hours prior to the event.
