Sec. 5.
(a) In addition to the reasons identified in IC 4-32.3-3-4 and IC 4-32.3-4-2, the commission shall deny a license to an organization, a manufacturer, or a distributor if the commission determines that the applicant has failed to timely pay any federal, state, or local tax obligation due, unless the applicant withdraws the application prior to the denial of the license.
(b) For purposes of the grant, renewal, or denial of a license, the commission shall consider the relevant activities of an organization prior to a reorganization conducted under IC 4-32.3-2-31(a)(1)(B)(iii).
