Sec. 10.
An applicant may request in writing consultation with representatives of the division for the purpose of resolving questions on the application of the rules of the commission to a specific project. The results of any consultations shall:
(1) not be binding on the division in the consideration of an application for a design release; and
(2) in no way serve as a substitute for the authority of the commission to grant or deny variances under 675 IAC 12-5.
