Sec. 4.
(a) A public utility company, except a railcar company, shall file its annual report with the department on or before April 1 of that year unless a filing extension has been granted by the department under section 6 of this rule.
(b) A railcar company shall file its annual report with the department on or before July 1 of that year unless a filing extension has been granted by the department under section 6 of this rule.
