Sec. 14.
In addition to user manuals and quick reference materials, the online computer system shall provide the following:
(1) A user tutorial suitable for the use of new operators.
(2) Online, context-sensitive help that is accessible to operators without requiring that they exit from the function on which they need help. The context-sensitive help function shall provide at least the following:
(A) For coded fields, a list of valid codes
and their meanings.
(B) For
noncoded fields, a description of constraints on data entry.
(C) For menus, a description of what actions
are available on selection of each menu choice.
(D) When an error message has been issued:
(i) an explanation of the error condition;
and
(ii) advice on corrective
action.
(E) The ability
for the operator to obtain help without allowing the operator to enter data
violating the standards for data integrity specified in this article.
