Sec. 5.

(a) Children. The facility schedule shall include provision for supervised personal hygiene, washing hands and face before meals, and washing hands after using toilet facilities for each child.

Each child shall be provided with disposable paper towels, dispensed in a sanitary manner. Toilet tissue, dispensed in a sanitary manner, shall be available at every toilet. Soap shall be conveniently available to every handwashing lavatory. When liquid soap is provided, soap dispensers shall be installed at a height to facilitate use by children.

Wet or soiled clothing shall be changed promptly. A supply of clean clothing shall be available for this purpose.

(b) Adults. All child care personnel shall wash their hands before and after each child care duty including individual feedings, bathing, and diapering. There shall be facilities and supplies immediately available for this at all times. Outer garment coverings shall be changed when soiled.
