Sec. 3.

(a) To the maximum extent appropriate to the needs of the child, early intervention services must be provided in natural environments, as that term is defined in 470 IAC 3.1-1-20, including the home and community settings in which children without disabilities participate.

(b) Only when early intervention services cannot be achieved satisfactorily for the child in a natural environment shall the services be provided in a setting other than a natural environment.
