Sec. 3.
(a) A provider of transportation services shall secure liability insurance for all vehicles:
(1) owned or leased by the provider; and
(2) used for the transportation of an individual receiving services.
(b) The liability insurance required by subsection (a) shall cover:
(1) personal injury;
(2) loss of life; or
(3) property damage; to an individual, if the loss, injury, or damage occurs during the provision of transportation services to the individual by the provider.
