Sec. 5.1.

"Applied behavior analysis services" means therapy services that are highly intensive, individualized instruction and behavior intervention to assist an individual in developing skills with social value. Applied behavior analysis therapy is provided:

(1) over a two (2) to three (3) year time period; and

(2) to individuals between two (2) years of age and seven (7) years of age.
