Sec. 3.

"Capillary blood lead test" means a blood lead test for which the blood sample was drawn using a finger lance to break the skin, followed by:

(1) drawing the blood from the cut into a capillary tube or other collection device; or

(2) placing drops of blood onto a piece of filter paper.
