Sec. 4.

Secondary containment shall not have a drain, relief outlet, or valve. Except for secondary containment for minibulk containers, the floor shall slope to a collecting spot where liquid shall be removed by a manually activated pump over the wall for use in the blending process or for proper disposal in accordance with pesticide label directions.
