Section 3-13 - Transferability of a certificate of registration and new owner or operator of a facility

Sec. 13.
(a) A certificate of registration issued under this rule is not transferable to another person.
(b) A certificate of registration is valid only for the location specified in the application for the certificate of registration.
(c) A new owner or operator of a waste tire storage site or waste tire processing operation shall:
(1) apply for a new certificate of
registration in accordance with the applicable requirements of this article;
and
(2) obtain a valid certificate
of registration issued by the commissioner before operating the
facility.
